First meeting of the Steering Committee

Draft Annotated Agenda

  1. Steering Committee members

    Formal establishment of Steering Committee members and clarification of their responsibility to supervise the process, supported by a Working Level Group.

  2. Working Level Group members

    Establishment of Working Level Group members and allocation of resources to the task.

  3. Work plan of the Steering Committee and the Global Humanitarian Platform

    This first meeting should help to lay out a realistic work plan for the coming year, leading up to the next meeting of the global platform and what is needed to implement this plan. The plan should include - the drafting TORs including consultative process for all aspects of the Global Platform/IASC; development of the principles of partnership; evaluation of implementation pilot countries, planning next year's Global Platform; clarify the relationship between Global Platform and the IASC; and drafting of a statement of common concern

  4. Humanitarian Community Partnership Teams

    Organisations have been already been approached through Steering Group members to volunteer to develop Principles of Partnership as the first step in the process to establish HCPTs. On the basis of these principles, efforts would be subsequently made to put these principles into practice in two to three countries where field humanitarian teams would be put into place. In order to develop the principles of partnership, a process needs to be put into place defining who will lead the process, how it should be carried out, and by when it should be completed.

  5. Selecting Countries for Testing Partnership teams

    Two to three countries are to be chosen for testing the principles, once developed. A decision on how to choose the countries should be taken or the countries themselves chosen. Clarification on how the testing will move forward should be sought including how process for ensuring acceptance of establishing humanitarian partnership teams should be achieved and how (national) NGOs should be engaged in the country-based work.

  6. Taking Strategic Issues Forward

    The meeting laid out a number of strategic issues. These issues were accountability, capacity-building, security, transition and possible issues that arise from the HCPT pilot countries. A decision should be taken on which issue(s) to pursue and the process by which that will be done. The Danish Mission's offer to host a workshop to be discussed as a possible option for taking up one of these issues.

  7. Date for the next Humanitarian Platform dialogue

    Co-chairs' proposal: 13 July in Geneva and ask Steering Committee participants to consult with their constituents to confirm a date at the next teleconference.

  8. Dates for future meetings/conference calls

    Arrange one face-to-face meeting between now and next July? Perhaps after the IASC principles' meeting in early 2007.
